Every year, hundreds of thousands of immigrants arrive in Canada with no clear answer to one question: what do I do first?
Most settlement checklists online are walls of text. Translation apps exist, but they're disconnected from the actual form sitting in front of the person. And as of April 1, 2026, economic class permanent residents can only access free IRCC-funded settlement services for a limited window meaning the human safety net is shrinking right when newcomers need it most.
Two compounding problems emerged clearly:
Sequence confusion — not knowing what to do, in what order (SIN before bank account? Health card before school registration?)
Form confusion — once they reach a step, the actual documents are dense, legally worded, and often only available in English or French

These three gaps became Settle's three core design principles.
Secondary research informed the build decisions:
IRCC settlement data and StatsCan's 2021 immigrant language data identified Arabic, Tagalog, Mandarin, and Punjabi as the priority languages to support first.
211 Canada's 150,000+ program database shaped the scope of the Grants Finder.
Canada.ca Plain Language Guide and the CAN-ASC-3.1:2025 Forms Checklist (17 rules for low-literacy form design) informed every piece of copy and the Document Helper's field-explanation format.
Canadian Language Benchmarks (CLB) guided the reading level target for all in-app content.
